§ 42-20. Acts permitted.

The owner, or one acting with the owner's written permission, of any private property may fill in or deposit upon property owned by him, ashes or other substances which are free from dead animals or vegetable matter and other unwholesome or putrid substances or materials, if such person has first secured in writing the permission of the city administrator to do so. The city administrator shall freely grant such permission, except where it appears by all evidence that such acts will be a nuisance or in some manner be a threat to the health or safety of the city. The council may direct the city administrator to grant such permission.
